Narrative:

Captain (PF) was on high minimums status. He needed 5100 ft RVR and 300 ft ceiling to conduct the ILS runway 6 approach at bdl. RVR was reported as variable 4500-5000 ft. Approach controller reported that the aircraft ahead of us reported the runway in sight from 2.5 mi out. I (PNF, first officer) advocated holding in lieu of accepting an approach clearance as RVR is controling if reported. The captain elected to continue the approach despite my advising against such.
