Narrative:

The first officer was flying and we received a descent clearance to 16000 ft MSL. After reaching 16000 ft, the captain reported level. At that time, the captain and myself began reviewing the arrival procedures. A few moments later, we had an altitude alert and a call from ATC about our altitude. While the captain and I were reviewing the procedure, the first officer made a gradual descent to 15600- 15700 ft. He corrected back to 16000 ft. He became in tune to our discussion and failed to maintain altitude. A higher situational awareness would prevent such a recurrence.
