Narrative:

Aircraft on training mission transiting from fortuna and arcata area to redding and red bluff area. Flew north of direct route to view crater lake. Descended over crater lake under VFR. Inadvertently descended lower than planned. Flew 1 slow pass over lake and departed to redding. Received call from park ranger, and major from military. Another pilot onboard resolved issue with military and the park ranger via phone conversation, jan 1997. Issue has gained the attention of squadron commanding and executive officers. Issue shall become a priority training topic for squadron pilots.

Title: MIL C130 FLEW LOW OVER CRATER LAKE. THEY RPT ALT WAS 1000-2000 FT, AND AIM REQUESTS THAT PLTS MAINTAIN AT LEAST 2000 FT AGL OVER NATIONAL PARKS. MIL COMMANDERS TAKE A DIM VIEW OF THIS AND ARE CONDUCTING TRAINING ON THIS MATTER. FLT ALSO DSNDED BELOW THEIR ASSIGNED IFR ALT WITHOUT CLRNC.
