Narrative:

Preface: lga ATIS about 1 hour old. No indication of frontal passage at or west of lga. Also no precipitation at lga. Position: #2 on ILS runway 22 lga behind air carrier 3 (jet) 4 mi just outside of final approach runway 22. Air carrier 3 gets windshear and GPWS on 1 mi final, goes missed approach. I was then cleared for ILS 22 approach runway 22 lga. I had my first officer (PNF) decline approach clearance and request hold and or delay vectors. Vectors and climb and handoffs. Then approach controller issued hold clearance to a VOR less than 2-3 mi away! First officer was fairly new -- couldn't build approach in FMC, a lost soul -- so I went into raw data holding (150 degree radial, 5 mi fix, 10 mi legs and left hand turns). First officer had hard time finding and identing fix. Never been into lga before. Frontal passage WX (not on ATIS) beating us up. 'Welcome to lga and nyc!' I think I did ok in raw data holding. Who knows? One turn then approach control issued radar vectors to start approach (lost first officer still trying to build holding in FMC). ILS runway 4, circle to runway 32 lga. I think air carrier a left and went to alternate. Air carrier 2 behind us, doing same approach. 2 mins later on ILS 4, cleared for approach, short turn-on! Storming and moderate mixed ice, and moderate chop. Visual with lga 3 mi at about 1200- 2000+ ft MSL started circle to runway 31. Poor circling, too close, so had first officer request radar vector for another (can't remember what first officer said). Radar vector to same approach and it worked out ok -- heavy rain and moderate turbulence on final runway 31 lga. Hindsight: many mistakes of myself, first officer, and ATC. Frontal passage, ice, lower ceiling, visibility and turbulence and windshear not on ATIS on descent just prior to XX00L. Good decision not to shoot ILS runway 22 behind air carrier windshear and missed approach. After requesting radar vectors and or hold after 2 or 3 different controllers the time delay was somehow missed in the handoffs, so after only 1 turn in holding, issued approach clearance and radar vectors to circling approachs. Everyone was behind and off guard. I should not have accepted clearance so soon or even hold clearance since it was less than 2 or 3 mins prior to the DME holding fix. Things got worse so I had to shoot a missed approach, but if I had thought first, this whole thing could have been avoided by just requesting a localizer runway 31 approach! Why wasn't lga tower using it? They didn't know the WX situation either!
