Narrative:

I planned an IFR flight to msp. There were no known delays and an alternate of rst was planned. A block time of 45 mins was filed for msp and I planned on an additional 25 mins to rst (including a 10 min approach), plus IFR reserve fuel, and determined we needed 1800 pounds of fuel. We departed far with 2200 pounds of fuel at XA05 local time. We were about 90 NM east of far on the gopher 2 arrival at FL190 when ZMP advised us that metering delays had just gone into effect, that we should reduce speed as much as practicable. We were given a hold at gollf intersection and an efc time of XB15 local time. The current time was XA37. I determined that we did not have the required fuel to hold for that period of time and advised ATC of our minimum fuel status. ATC asked how long we could hold and I advised we could stay at our reduced speed for the duration of the flight (which was 100 NM). We were then cleared into msp and were advised we were being handled as an emergency. We landed in msp with 1200 pounds of fuel remaining. The main problem here was the lack of delay information by ATC in msp that was not given to us prior to departing far. This could be done by the tower or through NOTAMS issued with the WX.

Title: AN ACR LTT ARRIVED IN THE MSP AREA WITHOUT ENOUGH FUEL FOR AN UNANTICIPATED HOLD.

WE DEPARTED FAR WITH 2200 LBS OF FUEL AT XA05 LCL TIME. WE WERE ABOUT 90 NM E OF FAR ON THE GOPHER 2 ARR AT FL190 WHEN ZMP ADVISED US THAT METERING DELAYS HAD JUST GONE INTO EFFECT, THAT WE SHOULD REDUCE SPD AS MUCH AS PRACTICABLE. WE WERE GIVEN A HOLD AT GOLLF INTXN AND AN EFC TIME OF XB15 LCL TIME. THE CURRENT TIME WAS XA37. THE MAIN PROB HERE WAS THE LACK OF DELAY INFO BY ATC IN MSP THAT WAS NOT GIVEN TO US PRIOR TO DEPARTING FAR. THIS COULD BE DONE BY THE TWR OR THROUGH NOTAMS ISSUED WITH THE WX.
