Narrative:

Cle ground controller instructed us to taxi to runway 23R. We proceeded via taxiway J. About halfway to the runway, the ground controller instructed us to taxi to runway 28. I inquired if that would be our departure runway and he indicated 'no,' that our departure would still be on runway 23R. We continued to taxi to runway 28. Upon reaching taxiway west the captain asked the ground controller if he wanted us to continue to the end of taxiway west to runway 28. First the controller said 'no,' then said 'continue on taxiway west, turn left on runway 28, and hold short of taxiway U on runway 28.' the captain complied. Upon reaching taxiway U on runway 28, the ground controller issued us the instruction, 'air carrier X, follow air carrier Y ahead and monitor tower.' the air carrier Y propeller aircraft, which was on runway 28, also taxied to runway 23R via taxiway Z. He crossed runway 23L and departed on runway 23R. We switched to tower frequency and began our taxi to runway 23R via runway 28 and taxiway Z. Upon making the right turn onto taxiway Z from runway 28 where the hold short line for runway 23L is located, we both looked to our right to see if any traffic was coming in to land on runway 23L, before we crossed it and a falcon 20 streaked past us landing on runway 23L. We stopped immediately and verified with the tower that we were still cleared to runway 23R and he concurred with a 'clear for takeoff on runway 23R.' we asked for the phone number of the tower and called later. They were not aware there had been a problem. We were never issued a 'hold short of runway 23L' clearance. Had it not been for our vigilance outside, an accident might have happened. The intxns of these runways, and the way they are controled, are very unsafe.

Title: A CPR FALCON 20 NEARLY LANDED ON TOP OF THE RPTING ACR DC9.

Narrative: CLE GND CTLR INSTRUCTED US TO TAXI TO RWY 23R. WE PROCEEDED VIA TXWY J. ABOUT HALFWAY TO THE RWY, THE GND CTLR INSTRUCTED US TO TAXI TO RWY 28. UPON REACHING TXWY W THE CAPT ASKED THE GND CTLR IF HE WANTED US TO CONTINUE TO THE END OF TXWY W TO RWY 28. FIRST THE CTLR SAID 'NO,' THEN SAID 'CONTINUE ON TXWY W, TURN L ON RWY 28, AND HOLD SHORT OF TXWY U ON RWY 28.' THE CAPT COMPLIED. UPON REACHING TXWY U ON RWY 28, THE GND CTLR ISSUED US THE INSTRUCTION, 'ACR X, FOLLOW ACR Y AHEAD AND MONITOR TWR.' THE ACR Y PROP ACFT, WHICH WAS ON RWY 28, ALSO TAXIED TO RWY 23R VIA TXWY Z. HE CROSSED RWY 23L AND DEPARTED ON RWY 23R. WE SWITCHED TO TWR FREQ AND BEGAN OUR TAXI TO RWY 23R VIA RWY 28 AND TXWY Z. UPON MAKING THE R TURN ONTO TXWY Z FROM RWY 28 WHERE THE HOLD SHORT LINE FOR RWY 23L IS LOCATED, WE BOTH LOOKED TO OUR R TO SEE IF ANY TFC WAS COMING IN TO LAND ON RWY 23L, BEFORE WE CROSSED IT AND A FALCON 20 STREAKED PAST US LNDG ON RWY 23L. WE STOPPED IMMEDIATELY AND VERIFIED WITH THE TWR THAT WE WERE STILL CLRED TO RWY 23R AND HE CONCURRED WITH A 'CLR FOR TKOF ON RWY 23R.' WE ASKED FOR THE PHONE NUMBER OF THE TWR AND CALLED LATER. THEY WERE NOT AWARE THERE HAD BEEN A PROB. WE WERE NEVER ISSUED A 'HOLD SHORT OF RWY 23L' CLRNC. HAD IT NOT BEEN FOR OUR VIGILANCE OUTSIDE, AN ACCIDENT MIGHT HAVE HAPPENED. THE INTXNS OF THESE RWYS, AND THE WAY THEY ARE CTLED, ARE VERY UNSAFE.
