Narrative:

Aircraft had 3 maintenance carryover items. 1) nosewheel tire with cord showing on third of scheduled 5 lndgs. 2) copilot's DME was weak. 3) fuel low annunciator light inoperative, which necessitated disabling the alternate fuel burn system. Don't understand why a navigation system and an icing prevention system had been allowed to remain on deferred since dec xx 1996, when IMC and icing are so commonplace this time of yr. Only reason possible is to put off maintenance to new fiscal quarter to artificially enhance bottom line.
