Narrative:

Requested wings and tail deiced due to light snow falling. Noticed strong deicing fumes in cabin while at the same time deicer checked in and asked if aircraft was prepared for deicing. We immediately prepared aircraft for deicing but fumes became very strong, especially in the back of the cabin. Fumes did not dissipate until packs were turned back on following deicing. Suspect that deicing was started before the call came to prepare the aircraft, fumes did clear short time after packs were reinstated.
