Narrative:

During position relief, the controller I was relieving gave me a rundown of traffic. She informed me that she was not talking to air carrier X who was on 3 mi final. It apparently did not register because I questioned the approach controller, but not before the aircraft landed. There was no conflict, but a cavalier attitude during a supposedly routine relief briefing led to communications breakdown.

Title: DURING POS RELIEF BRIEFING ON LOCAL CTL, THE RELIEVING CTLR WAS INFORMED THAT A B747 ACFT ON 3 MI FINAL WAS NOT ON TWR FREQ. THE RELIEVING CTLR DID NOT QUESTION APCH CTL ABOUT CHANGING THE ACFT TO TWR FREQ UNTIL AFTER THE ACFT LANDED.
