Narrative:

Climbing out of nassau bahamas we requested 8000 ft as a final with nassau departure due to turbulence received during our inbound flight to NAS. We were given 8000 ft and told to contact mia center (125.7). We checked in level at 8000 ft and were later told to contact mia center (134.6). We were able to hear mia on 134.6, but they could not hear us. Checking MEA, we realized the MEA along route was 10000 ft until reaching fowee intersection. After fowee intersection, we were able to communicate with no problem. This problem occurred as a result of complacency and being lulled into a false sense of security thinking there would be no obstacles or reception problems over the water so near to miami. In the future, we will check MEA's prior to requesting altitude change. Thank you.

Title: FLC OF AN LTT FAILED TO CHK THE MINIMUM RECEPTION ALT (MEA) FOR THE PROPOSED STAR RTE RESULTING IN REQUESTING AND FLYING BELOW THE MEA.

Narrative: CLBING OUT OF NASSAU BAHAMAS WE REQUESTED 8000 FT AS A FINAL WITH NASSAU DEP DUE TO TURB RECEIVED DURING OUR INBOUND FLT TO NAS. WE WERE GIVEN 8000 FT AND TOLD TO CONTACT MIA CTR (125.7). WE CHKED IN LEVEL AT 8000 FT AND WERE LATER TOLD TO CONTACT MIA CTR (134.6). WE WERE ABLE TO HEAR MIA ON 134.6, BUT THEY COULD NOT HEAR US. CHKING MEA, WE REALIZED THE MEA ALONG RTE WAS 10000 FT UNTIL REACHING FOWEE INTXN. AFTER FOWEE INTXN, WE WERE ABLE TO COMMUNICATE WITH NO PROB. THIS PROB OCCURRED AS A RESULT OF COMPLACENCY AND BEING LULLED INTO A FALSE SENSE OF SECURITY THINKING THERE WOULD BE NO OBSTACLES OR RECEPTION PROBS OVER THE WATER SO NEAR TO MIAMI. IN THE FUTURE, WE WILL CHK MEA'S PRIOR TO REQUESTING ALT CHANGE. THANK YOU.
