Narrative:

Returning VFR from pvd to bdr and working ny approach from mad to bdr, at approximately 2800 ft started a descent after hvn for bdr. About 4 mi west of hvn due to lowering clouds, we descended to 2500 ft or slightly below to stay clear of clouds and may have been in hvn airspace. Problem would not have occurred if we had talked with hvn tower on transition to bdr and asked permission to transit at or below 2500 ft to bdr.
