Narrative:

Nga Y, a LR25, was cleared to FL280 and told to leave FL350 in 2 mins or less. After a while it was realized nga Y was descending very slowly. Nga Y was told to expedite and report leaving FL350. No response was received twice. Aircraft was told to leave FL350 in 1 min. Nga Y was then turned to 240 degree heading and told to descend at 3000 FPM. Air carrier X was turned left to 360 degrees. Nga Y was turned to 180 degrees and told to report leaving FL350.
