Narrative:

I was working in area D of the new york ARTCC on dec/sun/96. At XA30 am, I was handling approximately 6 aircraft when I lost all landline communication with the new york TRACON. Because of this loss of communications, 1 aircraft landing at teb airport was forced to hold about 40 mi out because I was unable to effect the necessary altitude coordination with the new york TRACON. System engineers attempted many things, none of which worked. After 10 mins, the landlines were usable again. An explanation was not available as to why the lines were unusable. I was told, 'they don't know what happened.'

Title: LANDLINE BTWN ZNY ARTCC AND NEW YORK TRACON (N90) BECAME UNUSABLE. ARTCC MAINT COULD NOT FIND THE PROB, BUT LINE BECAME USABLE AGAIN IN ABOUT 10 MINS. 1 ACFT HAD TO HOLD FOR THAT PERIOD OF TIME.

SYS ENGINEERS ATTEMPTED MANY THINGS, NONE OF WHICH WORKED. AFTER 10 MINS, THE LANDLINES WERE USABLE AGAIN. AN EXPLANATION WAS NOT AVAILABLE AS TO WHY THE LINES WERE UNUSABLE. I WAS TOLD, 'THEY DON'T KNOW WHAT HAPPENED.'
