Narrative:

We were level 7000 ft when approach cleared us 7000 ft until fnuch then cleared ILS runway 22R. The first officer started an immediate descent. By the time I confirmed we were not inside fnuch we were rapidly descending, and at that point I told him to climb back to 7000 ft. Our lowest altitude was 6500 before fnuch. Later, my first officer told me he thought he was at 8000 ft descending to 7000 ft.
