Narrative:

Departing runway 28 in syr. After the captain requested 'set power' #2 engine torque dropped to approximately 30-35 percent. We then called for and aborted the takeoff. Exited the runway. Notified both the passenger and ATC. Completed a 'rejected takeoff' checklist and an 'after landing' checklist as per company required procedure (flight operation manual and aircraft operating manual). At that time we returned to the gate and deplaned passenger and baggage. After corrective action was taken and signed off on logbook by a certified a&P mechanic. We were issued a flight release ferry permit. We departed syr and completed the flight to ewr successfully with both engines operating normally. Upon completion we then terminated ferry flight.

AT THAT TIME WE RETURNED TO THE GATE AND DEPLANED PAX AND BAGGAGE. AFTER CORRECTIVE ACTION WAS TAKEN AND SIGNED OFF ON LOGBOOK BY A CERTIFIED A&P MECH. WE WERE ISSUED A FLT RELEASE FERRY PERMIT. WE DEPARTED SYR AND COMPLETED THE FLT TO EWR SUCCESSFULLY WITH BOTH ENGS OPERATING NORMALLY. UPON COMPLETION WE THEN TERMINATED FERRY FLT.
