Narrative:

Aircraft was vectored to final for ILS runway 28 at bwi. Missed approach procedure given was 'turn right to 030 degrees and climb to 2000 ft for missed approach.' aircraft pilot (instrument trainee) descended to decision ht (343 ft) continued to approximate end of runway. He called missed and tower told him to execute missed approach instructions -- 030 degrees and climb to 2000 ft. Trainee did this. While executing the missed the aircraft overflew parts of airport at lower than desired altitude. How much exactly is not remembered but probably less than 500 ft above objects or close. Exact altimeter reading not remembered but in area of 1000 ft MSL. On 2 following approachs tower gave missed procedures to be '030 degrees, climb to 2000 ft, execute missed procedure 500 ft AGL.' he then advised he would call missed point due to departing traffic. ILS runway 28 at bwi middle marker not received on approach. (There is no middle marker for approach -- timed from FAF.) missed approach would be better to 'remain runway heading to 1000 ft, right turn to 030 degrees, climb to 2000 ft.' if traffic permits -- if not, what ws given on second and third approach was alright. Tower did not comment on events of first approach and missed approach but did modify next procedures (to approximately circling minimums).
