Narrative:

We were being vectored for the rosslyn lda runway 18 at dca from the south and given a heading and altitude to intercept. Localizer course indicator moved quickly to the right indicating we were now north of course. We then took up a heading to reintercept from the north, however we were not able to establish ourselves back on course. I (first officer) queried approach if they showed us north of course. They said they showed us on course at the same time we were showing full scale deflection and twice had an 'off' flag appear momentarily. At this point we decided to execute a go around and advised ATC. We were given a heading and told to maintain 3000 ft. On the go around we overshoot 3000 ft by 400 ft. We then descended to 3000 ft. Suggestion: watch altitude control more closely when making a go around from less than 1000 ft below level off altitude. Supplemental information from acn 354195: another aircraft then questioned controller as to intersection he was over. Controller later admitted he was mistaken and agreed with pilot. Suspect controller was using wrong approach overlay or assumed he was assigning a different approach.
