Narrative:

I landed at jln and picked up an IFR clearance from the tower before they closed on my taxi in. Took off, after loading the cargo, runway 36 VFR, but with the clearance IFR. (Last ATIS called 700 ft broken and 10 mi visibility). We had just come in on the ILS 13 10 mins previous and the clouds had big breaks in them. We proceeded to climb out VFR to 2500 ft MSL, but had called to check in with ZKC as we were climbing through 1600 ft MSL. The controller got pretty upset at jln tower because they had given me the clearance. He then proceeded to give me the clearance again at 1600 ft MSL (still VFR) so I changed the squawk to XXXX from 1200 and started the climb to 7000 ft IFR which I thought was 9000 ft. As he was asking questions about the departure from jln I climbed through 7000 ft for 9000 ft and busted altitude by 550 ft. He then cleared me to 9000 ft.

HE THEN PROCEEDED TO GIVE ME THE CLRNC AGAIN AT 1600 FT MSL (STILL VFR) SO I CHANGED THE SQUAWK TO XXXX FROM 1200 AND STARTED THE CLB TO 7000 FT IFR WHICH I THOUGHT WAS 9000 FT. AS HE WAS ASKING QUESTIONS ABOUT THE DEP FROM JLN I CLBED THROUGH 7000 FT FOR 9000 FT AND BUSTED ALT BY 550 FT. HE THEN CLRED ME TO 9000 FT.
