Narrative:

I was preparing to take up a load of skydivers. We witnessed an aerostar land. When the airplane landed, the nose gear collapsed. The airplane came to rest approximately two thirds down the runway. There is an FSS on the field. We contacted the FSS on the phone to ask about the runway. We were advised that the runway could not be closed by the FSS, and only the airport manager could close the runway. We told FSS that we would use the later one half of the runway since the runway is 8000 ft long, and continue paradrop operations. I took off with a load of skydivers. After the jumpers were out and I was in my descent, eglin approach advised me that the runway at cew was now notamed closed to remove the disabled airplane. I was told by FSS that it should not be very long until the runway was opened up again. I entered the traffic pattern and began to circle the runway in the pattern. This was my third load of skydivers that I had flown. According to my watch I was down to my minimum fuel requirements for VFR flight. My gas gauge was showing me empty. After circling for approximately 10 mins, I got nervous and decided to make a precautionary landing on runway 35. I made a traffic announcement that I was going to land on runway 35. I never came near the disabled aircraft, people, or equipment on the runway. I am sorry that I broke far 91.139 as it relates to NOTAMS. But I was down to minimum fuel and I exercised my right to far 91.3. In the future, I will carry more fuel than the FARS call for. Plus, I will not depart on a runway with a disabled aircraft on it -- even if it is open.
