Narrative:

A C141 made one approach to chs and missed approach. The C141 declared a fuel emergency and diverted to cof even though closer airports had good WX. Sav WX was 85 mi and overcast 80. Jax WX was 6 SM br clear. This apparently unnecessary emergency caused additional workload both at chs and ZJX at a time of heavy traffic, bad WX and low staffing. A violation of far or military regulations apparently existed if the aircraft fuel state required emergency handling in this situation.

Title: TRACON CTLR RPT REGARDING A MIL C141 WHO MADE AN APCH AND MISSED APCH, THEN DECLARED A FUEL EMER AND DIVERTED TO MIL BASE (COF) IN FLORIDA. RPTR SAYS THIS CAUSED ADDITIONAL WORKLOAD FOR THE TRACON AND ZJX.
