At XX50 local, I began my shift on a reverse flow operation due to the week long absence of RVR runway 13L. This airport is surely busy enough to have runways 13L and 13R rvrs, as well as when one breaks down, to have it fixed, rather than its absence dictate a dangerous counter-flow operation.
