Narrative:

I was sic and PF on a commuter flight. We had just descended through an overcast, flight visibility was good, field was in sight. My captain was working the radios (PNF). He was teaching me how to conduct a particular part of the approach. Syr approach was working us at 118.05 and failed to hand us off to syr tower 120.3. We realized this oversight during the flare but by the time we switched frequencys we were already on the ground. There was no other airplane in the pattern or waiting for takeoff at the time. We caused no conflict with anyone that would have crated a hazard. Tower cleared us to taxi to the ramp and no mention of this incident was made by them then or 15 mins later when we taxied out again. In retrospect, I believe it was safer to continue the landing than to go around during the flare. On reflecting, I believe we got distraction by the 'teaching process' which led us both to miss the fact that approach did not hand us off to the syr tower even though we had been cleared for the visual approach with the field in sight to runway 10.

Title: BE1900D ACFT ON VISUAL APCH WAS NOT HANDED OFF FROM APCH CTLR AND FORGOT TO CALL TWR BEFORE LNDG.

Narrative: I WAS SIC AND PF ON A COMMUTER FLT. WE HAD JUST DSNDED THROUGH AN OVCST, FLT VISIBILITY WAS GOOD, FIELD WAS IN SIGHT. MY CAPT WAS WORKING THE RADIOS (PNF). WE REALIZED THIS OVERSIGHT DURING THE FLARE BUT BY THE TIME WE SWITCHED FREQS WE WERE ALREADY ON THE GND. THERE WAS NO OTHER AIRPLANE IN THE PATTERN OR WAITING FOR TKOF AT THE TIME. WE CAUSED NO CONFLICT WITH ANYONE THAT WOULD HAVE CRATED A HAZARD. TWR CLRED US TO TAXI TO THE RAMP AND NO MENTION OF THIS INCIDENT WAS MADE BY THEM THEN OR 15 MINS LATER WHEN WE TAXIED OUT AGAIN. IN RETROSPECT, I BELIEVE IT WAS SAFER TO CONTINUE THE LNDG THAN TO GAR DURING THE FLARE. ON REFLECTING, I BELIEVE WE GOT DISTR BY THE 'TEACHING PROCESS' WHICH LED US BOTH TO MISS THE FACT THAT APCH DID NOT HAND US OFF TO THE SYR TWR EVEN THOUGH WE HAD BEEN CLRED FOR THE VISUAL APCH WITH THE FIELD IN SIGHT TO RWY 10.
