Narrative:

Called for winds to atl tower at least 4 or 5 times. Tower refused to answer. Xwinds and winds reported gusty, so knowledge of winds would be useful. About 5 mins or so on tower frequency, 3 or 4 lndgs, 3 or 4 takeoffs, tower never gave winds to anyone.
