Narrative:

A CH47 was IFR from mei V455 lby V542 mei. The CH47 requested a practice approach at pib, a satellite airport of lby. The radar controller issued the approach clearance to the CH47 and told the pilot to report the missed approach on PCU sector's frequency, 126.8 MHZ. The main and standby transceivers for 126.8 MHZ are located at hbg, 13 mi southeast of lby. They were both released to maintenance and the buec site at mcb was in use. Meanwhile, small aircraft Y a BE23-right, en route from prx to hbg via hez lby direct hbg. Hbg is also a satellite airport of lby. Small aircraft Y was issued a descent clearance from 7000 ft to 4000 ft and eventually issued holding instructions over lby. Due to limited radar coverage near lby, radar contact was lost during the CH47's approach. Small aircraft Y was slowly approaching lby and we were waiting for the CH47 to report the missed approach. We noticed the CH47 transponder code over lby climbing through 3500 ft, the missed approach altitude is 2000 ft. The radar controller established radio contact and queried the aircraft if he was in VFR or IFR conditions. The CH47 answered that he was IFR and proceeding on course to mei. The radar controller established radar contact and issued the aircraft a turn to a 90 degree heading, then descent to 3000 ft. Fortunately, this action kept the CH47 at least the minimum separation distance from the BE23. Radar controller attempted several times to issue the BE23 a turn to 180 degrees but due to the distance from the buec site, and the aircraft's radios we were unable to contact the pilot of that aircraft.

RADAR CTLR SAW DATA TAG ON CH47 APPEAR ON HIS SCOPE CLBING THROUGH 3500 FT. CTLR MADE RADIO CONTACT WITH THE CH47 AND TURNED AND DSNDED THE ACFT TO 3000 FT. LEGAL SEPARATION WAS NOT LOST EVEN THOUGH CH47 HAD NOT FLOWN THE PUBLISHED MISSED APCH.

THE RADAR CTLR ESTABLISHED RADIO CONTACT AND QUERIED THE ACFT IF HE WAS IN VFR OR IFR CONDITIONS. THE CH47 ANSWERED THAT HE WAS IFR AND PROCEEDING ON COURSE TO MEI. THE RADAR CTLR ESTABLISHED RADAR CONTACT AND ISSUED THE ACFT A TURN TO A 90 DEG HDG, THEN DSCNT TO 3000 FT. FORTUNATELY, THIS ACTION KEPT THE CH47 AT LEAST THE MINIMUM SEPARATION DISTANCE FROM THE BE23. RADAR CTLR ATTEMPTED SEVERAL TIMES TO ISSUE THE BE23 A TURN TO 180 DEGS BUT DUE TO THE DISTANCE FROM THE BUEC SITE, AND THE ACFT'S RADIOS WE WERE UNABLE TO CONTACT THE PLT OF THAT ACFT.
