Narrative:

ATC facility: ZNY. Location: fak/052/015. During cruise at FL330, ATC issued a right 360 degree turn for flow separation. During turn ATC issued a descent to FL290 followed by a request for best rate of descent. After 200 degrees of turn, TCASII issued a RA to continue descent through FL290. Leveled off around FL285 notified ATC of deviation and climbed back to FL290. We were IMC during entire maneuver and ATC never mentioned traffic.
