Narrative:

During annual inspection on this aircraft I discovered that the owner did not have in his possession the complete maintenance history of the aircraft. He was missing the original logs for the engine and airframe. I was however able to find the airworthiness directive parts. A 1993 and 1979 airworthy directive had not been complied with. The ELT's battery had expired in 1991. I did not have the parts in stock and gave the owner a list of unairworthy items and he flew away in IFR conditions (owner and aircraft not rated for IFR). (No accident known.) wow.

Title: C172 FAILS TO MEET AIRWORTHINESS STANDARDS UPON ANNUAL INSPECTION. ACFT EQUIP PROB NOT FIXED PRIOR TO OWNER FLYING IT AWAY.

Narrative: DURING ANNUAL INSPECTION ON THIS ACFT I DISCOVERED THAT THE OWNER DID NOT HAVE IN HIS POSSESSION THE COMPLETE MAINT HISTORY OF THE ACFT. HE WAS MISSING THE ORIGINAL LOGS FOR THE ENG AND AIRFRAME. I WAS HOWEVER ABLE TO FIND THE AIRWORTHINESS DIRECTIVE PARTS. A 1993 AND 1979 AIRWORTHY DIRECTIVE HAD NOT BEEN COMPLIED WITH. THE ELT'S BATTERY HAD EXPIRED IN 1991. I DID NOT HAVE THE PARTS IN STOCK AND GAVE THE OWNER A LIST OF UNAIRWORTHY ITEMS AND HE FLEW AWAY IN IFR CONDITIONS (OWNER AND ACFT NOT RATED FOR IFR).
