Narrative:

Boston and bedford airports IFR WX, instrument approachs in use. Bed ILS runway 11, bos ILS runway 15R approach. The missed approach procedure for bed ILS runway 11 conflicts with bos runway 15R approach. There were several gars at bed which compromised safety. Management advised controllers to use best judgement. Controllers' best judgement was not to use ILS runway 11 at bed. Management overrode controllers' 'best judgement' and continued approachs to bed. Take a look at the approach places. This is a dangerous operation.
