Narrative:

I received a briefing for a flight nov sat 1996 from oak to 3n8 in a mooney. From the briefing, I determined the flight could be made in that there were layers and at 7000 ft we would be clear of ice and turbulence. I filed 7000 ft and was VFR between layers until I contacted charleston approach. Charleston changed our heading 10 degrees east and direct psk, thus taking us off the victor airway. They then descended us to 6000 ft, which was ok for approximately 10-15 mins, at which time we entered clouds and began to pick up rime ice. I immediately asked for higher and was told to stand by. I waited for 2-3 mins and we began to encounter turbulence and updrafts along with additional ice. I asked again for higher and was denied. After 2-3 mins more, we now had approximately one half inch rime ice, updrafts, and were losing communications due to ice. I asked again for higher, denied. We were asked for our altitude and other pilot replied 6300 ft or 6500 ft. Instructed me 'must' be at 6000 ft. Asked again for higher and told 'must' stay at 6000 ft. We were handed off to ZID, then to roa who gave us 7000 ft. We then began to lose the ice. Roa changed our clearance and handed us off to greensboro. They asked why we were there and we replied due to a change given to us by roa. The rest of the flight was as planned. Roa also instructed us to contact indianapolis quality assurance -- we did on arrival. We were in icing conditions for approximately 10-15 mins with no help from ATC.

THEY THEN DSNDED US TO 6000 FT, WHICH WAS OK FOR APPROX 10-15 MINS, AT WHICH TIME WE ENTERED CLOUDS AND BEGAN TO PICK UP RIME ICE. I IMMEDIATELY ASKED FOR HIGHER AND WAS TOLD TO STAND BY. WE WERE ASKED FOR OUR ALT AND OTHER PLT REPLIED 6300 FT OR 6500 FT. INSTRUCTED ME 'MUST' BE AT 6000 FT. ASKED AGAIN FOR HIGHER AND TOLD 'MUST' STAY AT 6000 FT. WE WERE HANDED OFF TO ZID, THEN TO ROA WHO GAVE US 7000 FT. WE THEN BEGAN TO LOSE THE ICE. ROA CHANGED OUR CLRNC AND HANDED US OFF TO GREENSBORO. THEY ASKED WHY WE WERE THERE AND WE REPLIED DUE TO A CHANGE GIVEN TO US BY ROA. THE REST OF THE FLT WAS AS PLANNED. ROA ALSO INSTRUCTED US TO CONTACT INDIANAPOLIS QUALITY ASSURANCE -- WE DID ON ARR. WE WERE IN ICING CONDITIONS FOR APPROX 10-15 MINS WITH NO HELP FROM ATC.
