Narrative:

Pilot 'X' was endorsed for her private pilot sel check ride despite having an invalid medical certificate. It was assumed her foreign medical (ICAO) would apply. Additionally en route to the airport (dvt) for her check ride she erred in her landmarks and inadvertently entered class B airspace. Her invalid medical certificate apparently invalidates her solo time, thus she is not eligible for graduation from the pilot school. She was improperly given a final progress check, improperly endorsed for her check ride and improperly briefed for her flight to dvt. Callback conversation with reporter revealed the following information: reporter stated that he is the chief pilot for the pilot school in which the student took training for the private pilot certificate qualifications and learned of this situation 2ND and 3RD hand! He further advised that the student pilot was flying solo a C150 to another local airport when she inadvertently penetrated class B airspace. Upon arrival at the other airport she learned that she had been observed by ATC inside the class B without clearance or contact of any kind. It was discovered during review of the student's certification qualifications that she did not have a current and appropriate airman's medical certificate. She had only a USA student pilot certificate and a foreign medical not valid for the USA certificate. He further advised that the student had since gone back to her foreign country and was private pilot certificated and returned to USA and obtained a USA private certificate based on the foreign certificate. Her foreign medical is now valid for the USA certificate based on the foreign certificate. She is presently enrolled in an instrument pilot training course!

THE DESIGNATED EXAMINER FOUND THAT THE STUDENT DID NOT HAVE A VALID MEDICAL CERTIFICATE FOR SOLO SINCE HER FOREIGN MEDICAL WAS NOT VALID WITH A UNITED STATES STUDENT PLT CERTIFICATE.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE IS THE CHIEF PLT FOR THE PLT SCHOOL IN WHICH THE STUDENT TOOK TRAINING FOR THE PVT PLT CERTIFICATE QUALIFICATIONS AND LEARNED OF THIS SIT 2ND AND 3RD HAND! HE FURTHER ADVISED THAT THE STUDENT PLT WAS FLYING SOLO A C150 TO ANOTHER LCL ARPT WHEN SHE INADVERTENTLY PENETRATED CLASS B AIRSPACE. UPON ARR AT THE OTHER ARPT SHE LEARNED THAT SHE HAD BEEN OBSERVED BY ATC INSIDE THE CLASS B WITHOUT CLRNC OR CONTACT OF ANY KIND. IT WAS DISCOVERED DURING REVIEW OF THE STUDENT'S CERTIFICATION QUALIFICATIONS THAT SHE DID NOT HAVE A CURRENT AND APPROPRIATE AIRMAN'S MEDICAL CERTIFICATE. SHE HAD ONLY A USA STUDENT PLT CERTIFICATE AND A FOREIGN MEDICAL NOT VALID FOR THE USA CERTIFICATE. HE FURTHER ADVISED THAT THE STUDENT HAD SINCE GONE BACK TO HER FOREIGN COUNTRY AND WAS PVT PLT CERTIFICATED AND RETURNED TO USA AND OBTAINED A USA PVT CERTIFICATE BASED ON THE FOREIGN CERTIFICATE. HER FOREIGN MEDICAL IS NOW VALID FOR THE USA CERTIFICATE BASED ON THE FOREIGN CERTIFICATE. SHE IS PRESENTLY ENROLLED IN AN INST PLT TRAINING COURSE!
