Narrative:
While descending to a visual approach, we were given a frequency change at 6400 ft. The aircraft descended through 6000 ft during the change and immediately returned to the last assigned altitude. A frequency change always distracts the PNF and I don't think it should be done within 1000 ft of a leveloff altitude.

Title: MLG ACFT IN DSCNT GIVEN LATE FREQ CHANGE, FLC DSNDED THROUGH THE ASSIGNED ALT BY 400 FT.
Narrative: WHILE DSNDING TO A VISUAL APCH, WE WERE GIVEN A FREQ CHANGE AT 6400 FT. THE ACFT DSNDED THROUGH 6000 FT DURING THE CHANGE AND IMMEDIATELY RETURNED TO THE LAST ASSIGNED ALT. A FREQ CHANGE ALWAYS DISTRACTS THE PNF AND I DON'T THINK IT SHOULD BE DONE WITHIN 1000 FT OF A LEVELOFF ALT.
