Narrative:

After practicing 3 point lndgs at an outlying field for my tailwheel endorsement we started a return flight to the grand forks airport. We checked ATIS and the winds were out of the northwest gusting to 30 KTS. Tower tells us to enter the pattern for runway 26. My instructor wanted to demonstrate a wheel landing to me and told me to follow through on the controls. On short final I called for a wind check. Tower requested winds were 290 degrees 15 KTS gusting 30 KTS. Because of the gusty conditions, my instructor said this was going to be a full stop. As we decelerated tower told us to exit B1 which is a left turn off of the runway. There was another aircraft on final. As we started to make the left turn I gave the aircraft left rudder and brake. The airplane only turned about 45 degrees of the 90 degree turn. As the airplane slowly headed for the median between the taxiway and runway, I stopped the aircraft and told my instructor that the airplane was not responding to my control inputs. With the stick in the full aft position and the airplane stopped on the runway, my instructor took the throttle from idle and applied some power to get the plane rolling again but with left rudder and brake still applied. With a strong gust of wind and the applied power the tail began to rise and the propeller struck the pavement and the engine stopped turning. The aircraft on short final was told to go around and then we were towed clear of the runway after a brief period.

Title: PA18-150, A TAILDRAGGER, IS DAMAGED WHILE TAXIING CLR OF THE RWY ON A WINDY DAY. THE ACFT WAS AT A STANDSTILL WHEN THE TAIL WAS LIFTED AND THE PROP STRUCK THE RWY.

WE CHKED ATIS AND THE WINDS WERE OUT OF THE NW GUSTING TO 30 KTS. TWR TELLS US TO ENTER THE PATTERN FOR RWY 26. MY INSTRUCTOR WANTED TO DEMONSTRATE A WHEEL LNDG TO ME AND TOLD ME TO FOLLOW THROUGH ON THE CTLS. ON SHORT FINAL I CALLED FOR A WIND CHK. TWR REQUESTED WINDS WERE 290 DEGS 15 KTS GUSTING 30 KTS. BECAUSE OF THE GUSTY CONDITIONS, MY INSTRUCTOR SAID THIS WAS GOING TO BE A FULL STOP. AS WE DECELERATED TWR TOLD US TO EXIT B1 WHICH IS A L TURN OFF OF THE RWY. THERE WAS ANOTHER ACFT ON FINAL. WITH THE STICK IN THE FULL AFT POS AND THE AIRPLANE STOPPED ON THE RWY, MY INSTRUCTOR TOOK THE THROTTLE FROM IDLE AND APPLIED SOME PWR TO GET THE PLANE ROLLING AGAIN BUT WITH L RUDDER AND BRAKE STILL APPLIED. WITH A STRONG GUST OF WIND AND THE APPLIED PWR THE TAIL BEGAN TO RISE AND THE PROP STRUCK THE PAVEMENT AND THE ENG STOPPED TURNING. THE ACFT ON SHORT FINAL WAS TOLD TO GAR AND THEN WE WERE TOWED CLR OF THE RWY AFTER A BRIEF PERIOD.
