Narrative:

The stl acph tmc (traffic management coordinator) has been and does regularly intercept interphone calls made from ZKC control position to stl approach control position, without identing themselves. Additionally the stl approach tmc has been and does on a regular basis, call the ZKC feeder sectors and orders them to take specific control actions with aircraft which are not in approach control airspace. The approach tmc does not have the authority/authorized to do either of these actions. This problem has been brought to the attention of management and yet no changes have been made. I am not well versed in aviation law but I feel an argument could be successfully made that the actions being taken by the stl approach tmc are in fact dangerous and interrupt the air traffic system. In the case of the latter that would be a federal offense.

Title: TRACON CTLR COMPLAINS ABOUT TFC MGMNT COORDINATOR DOING TOO MUCH TO ADJUST ARR FLOW.

Narrative: THE STL ACPH TMC (TFC MGMNT COORDINATOR) HAS BEEN AND DOES REGULARLY INTERCEPT INTERPHONE CALLS MADE FROM ZKC CTL POS TO STL APCH CTL POS, WITHOUT IDENTING THEMSELVES. ADDITIONALLY THE STL APCH TMC HAS BEEN AND DOES ON A REGULAR BASIS, CALL THE ZKC FEEDER SECTORS AND ORDERS THEM TO TAKE SPECIFIC CTL ACTIONS WITH ACFT WHICH ARE NOT IN APCH CTL AIRSPACE. THE APCH TMC DOES NOT HAVE THE AUTH TO DO EITHER OF THESE ACTIONS. THIS PROB HAS BEEN BROUGHT TO THE ATTN OF MGMNT AND YET NO CHANGES HAVE BEEN MADE. I AM NOT WELL VERSED IN AVIATION LAW BUT I FEEL AN ARGUMENT COULD BE SUCCESSFULLY MADE THAT THE ACTIONS BEING TAKEN BY THE STL APCH TMC ARE IN FACT DANGEROUS AND INTERRUPT THE AIR TFC SYS. IN THE CASE OF THE LATTER THAT WOULD BE A FEDERAL OFFENSE.
