Narrative:

It has been my observation that in light winds aircraft land uphill on runway 34 and depart on runway 16 and several aircraft did this morning. I taxied for a runway 16 departure and 2 aircraft were on the unicom frequency. An air carrier EMB120 reported on final for runway 34, the other aircraft advised he would do a 360 degree turn for spacing, and I reported holding for the EMB120 to land and that I was departing runway 16. As the EMB120 cleared at midfield, I announced I was departing runway 16 and, although I looked both directions, I was convinced the other aircraft would be landing on runway 34 as the EMB120 had and must be a long way out. The EMB120 pilot told me to 'stop' and I did with the nose of the aircraft on the runway as the chieftain went over me and landed on runway 16. I apologized and the pilot said he had no problem going around me. I should have remained clear of the runway until I had verified the position of the second inbound aircraft and or looked more carefully for traffic.

Title: AN ATX CARGO CESSNA 208 CARAVAN TAXIED ONTO A RWY WHILE ANOTHER ACFT WAS APCHING FOR LNDG. NMAC. ERROR ADMITTED. NON TWR ARPT UNICOM. EVASIVE ACTION STOP TAXI.

Narrative: IT HAS BEEN MY OBSERVATION THAT IN LIGHT WINDS ACFT LAND UPHILL ON RWY 34 AND DEPART ON RWY 16 AND SEVERAL ACFT DID THIS MORNING. I TAXIED FOR A RWY 16 DEP AND 2 ACFT WERE ON THE UNICOM FREQ. AN ACR EMB120 RPTED ON FINAL FOR RWY 34, THE OTHER ACFT ADVISED HE WOULD DO A 360 DEG TURN FOR SPACING, AND I RPTED HOLDING FOR THE EMB120 TO LAND AND THAT I WAS DEPARTING RWY 16. AS THE EMB120 CLRED AT MIDFIELD, I ANNOUNCED I WAS DEPARTING RWY 16 AND, ALTHOUGH I LOOKED BOTH DIRECTIONS, I WAS CONVINCED THE OTHER ACFT WOULD BE LNDG ON RWY 34 AS THE EMB120 HAD AND MUST BE A LONG WAY OUT. THE EMB120 PLT TOLD ME TO 'STOP' AND I DID WITH THE NOSE OF THE ACFT ON THE RWY AS THE CHIEFTAIN WENT OVER ME AND LANDED ON RWY 16. I APOLOGIZED AND THE PLT SAID HE HAD NO PROB GOING AROUND ME. I SHOULD HAVE REMAINED CLR OF THE RWY UNTIL I HAD VERIFIED THE POS OF THE SECOND INBOUND ACFT AND OR LOOKED MORE CAREFULLY FOR TFC.
