Narrative:

This was the first day of sfo going southeast, runway 19L. The shift was very chaotic. Upon going to southeast confign the southeast map at several sectors was not suitable for use. It was obvious that this map was not checked prior to going to southeast confign. Thus the radar at oak was switched off until the map fixed. Due to lack of southeast qualified personnel, and the other qualified radar controller being decertified due to an operational error/deviation the previous day, several (3) controllers went over 2 hours on sector. When it became apparent to the supervisors on duty that more controllers were going to go over the contract negotiated 2 hours, management brought in the previously decertified controller to work flight data 2 position combined and give training at the same time on the combined flight data position. According to past facility policy practice, when decertified on one position, the controller is decertified on all position until given an over-the-shoulder, and remedial training has been accomplished. I believe management should have made more of an effort to qualify personnel in southeast operations prior to this time of yr, called in overtime when they first knew southeast was apparent, curtailed services if not enough qualified personnel to work.

Title: APCH CTLR COMPLAINT ABOUT THE STAFFING OF FACILITY DURING SE PLAN. CTLRS REQUIRED TO WORK OVER 2 HRS ON POS DUE TO STAFFING SHORTAGE AND A DECERTIFIED CTLR USED ON THE 2 FLT DATA POS COMBINED AND TO GIVE FLT DATA TRAINING.

Narrative: THIS WAS THE FIRST DAY OF SFO GOING SE, RWY 19L. THE SHIFT WAS VERY CHAOTIC. UPON GOING TO SE CONFIGN THE SE MAP AT SEVERAL SECTORS WAS NOT SUITABLE FOR USE. IT WAS OBVIOUS THAT THIS MAP WAS NOT CHKED PRIOR TO GOING TO SE CONFIGN. THUS THE RADAR AT OAK WAS SWITCHED OFF UNTIL THE MAP FIXED. DUE TO LACK OF SE QUALIFIED PERSONNEL, AND THE OTHER QUALIFIED RADAR CTLR BEING DECERTIFIED DUE TO AN OPERROR/DEV THE PREVIOUS DAY, SEVERAL (3) CTLRS WENT OVER 2 HRS ON SECTOR. ACCORDING TO PAST FACILITY POLICY PRACTICE, WHEN DECERTIFIED ON ONE POS, THE CTLR IS DECERTIFIED ON ALL POS UNTIL GIVEN AN OVER-THE-SHOULDER, AND REMEDIAL TRAINING HAS BEEN ACCOMPLISHED. I BELIEVE MGMNT SHOULD HAVE MADE MORE OF AN EFFORT TO QUALIFY PERSONNEL IN SE OPS PRIOR TO THIS TIME OF YR, CALLED IN OVERTIME WHEN THEY FIRST KNEW SE WAS APPARENT, CURTAILED SVCS IF NOT ENOUGH QUALIFIED PERSONNEL TO WORK.
