Narrative:

Descending from 15000 ft approaching clt, we were instructed to descend to 12000 ft and 250 KTS airspeed. Clearance was read back in acknowledgement. I descended to 12000 ft. As soon as reaching 12000 ft the controller asked to verify my altitude, which was done, and quickly returned to 13000 ft, the altitude he thought he had given me. It was a time while in very heavy rain and turbulence just behind a cold frontal passage. The noise of the rain had a lot to do with being able to hear clearly also.

Title: FLC OF A CESSNA CITATION JET OVERSHOT DSCNT ASSIGNED ALT DUE TO COPYING THE WRONG ALT RESULTING IN ATC INTERVENTION.

Narrative: DSNDING FROM 15000 FT APCHING CLT, WE WERE INSTRUCTED TO DSND TO 12000 FT AND 250 KTS AIRSPD. CLRNC WAS READ BACK IN ACKNOWLEDGEMENT. I DSNDED TO 12000 FT. AS SOON AS REACHING 12000 FT THE CTLR ASKED TO VERIFY MY ALT, WHICH WAS DONE, AND QUICKLY RETURNED TO 13000 FT, THE ALT HE THOUGHT HE HAD GIVEN ME. IT WAS A TIME WHILE IN VERY HVY RAIN AND TURB JUST BEHIND A COLD FRONTAL PASSAGE. THE NOISE OF THE RAIN HAD A LOT TO DO WITH BEING ABLE TO HEAR CLRLY ALSO.
