Narrative:

In sum: the reporter was inbound to fok on an IFR flight plan that he canceled en route. He attempted to contact the fok ATCT and believed that he was talking to the ATCT. In the traffic pattern, he had an near midair collision with a cessna and found that the ATCT did not know that he was inbound and had not heard his xmissions. He was 'invited' to report to the ATCT which 'was about 7 ft high on what looked like a back of a pickup truck.' the ATCT had no landline to ARTCC. When ground control and local control were received at the same time, there was nothing but a loud squeal. The reporter was appalled at the conditions of the ATCT's radios and facilities in general. Callback conversation with reporter revealed the following information: the fok ATCT was a temporary tower in use while the permanent tower was being renovated. The reporter does not know if the work is complete on the permanent tower. The reporter took evasive action descend to miss the cessna. The republic FSDO 'invited' the reporter to come in to discuss this matter. On advice of counsel, he refused via us post. He was then offered a '609 ride,' which he successfully completed at allentown FSDO. He was given a 50 question written test, as well as a flight review. Fok is a joint use field. The USAF has repaired the radios. The local controller believed the reporter, but felt that he had to write up the incident, possibly to get some action on the radios.

Title: A PA28 PLT RPTS THAT HE HAD AN NMAC WITH A CESSNA IN THE FOK TFC PATTERN. SEE AND AVOID.

Narrative: IN SUM: THE RPTR WAS INBOUND TO FOK ON AN IFR FLT PLAN THAT HE CANCELED ENRTE. HE ATTEMPTED TO CONTACT THE FOK ATCT AND BELIEVED THAT HE WAS TALKING TO THE ATCT. IN THE TFC PATTERN, HE HAD AN NMAC WITH A CESSNA AND FOUND THAT THE ATCT DID NOT KNOW THAT HE WAS INBOUND AND HAD NOT HEARD HIS XMISSIONS. HE WAS 'INVITED' TO RPT TO THE ATCT WHICH 'WAS ABOUT 7 FT HIGH ON WHAT LOOKED LIKE A BACK OF A PICKUP TRUCK.' THE ATCT HAD NO LANDLINE TO ARTCC. WHEN GND CTL AND LCL CTL WERE RECEIVED AT THE SAME TIME, THERE WAS NOTHING BUT A LOUD SQUEAL. THE RPTR WAS APPALLED AT THE CONDITIONS OF THE ATCT'S RADIOS AND FACILITIES IN GENERAL.
