Narrative:

I was acting as CFI on an instrument cross country training flight. We were setting up for an approach into orl VOR DME runway 7. Per my instructions, the student (PF) requested our IFR clearance from orl to fxe. The controller (approach) told us that nothing was on file. At that point we canceled IFR, descended out of class B airspace, and changed frequencys to air file with FSS. This whole time my student kept his hood on, flying the aircraft solely by reference to instruments. I, on the other hand, was consumed with getting a flight plan on file, and didn't notice the aircraft approaching us from our 9 O'clock position. It was not until he passed below us that I saw him. In retrospect, I should have asked my student to remove his hood and help me clear the airspace. I was not able to provide adequate traffic separation while looking inside the aircraft. We were lucky.

Title: INSTRUCTOR RPT REGARDING IFR FLT WITH PLT UNDER THE HOOD. RPTR IN COM WITH FSS TO FILE FLT PLAN THEN SIGHTS TFC PASSING BELOW.

Narrative: I WAS ACTING AS CFI ON AN INST XCOUNTRY TRAINING FLT. WE WERE SETTING UP FOR AN APCH INTO ORL VOR DME RWY 7. PER MY INSTRUCTIONS, THE STUDENT (PF) REQUESTED OUR IFR CLRNC FROM ORL TO FXE. THE CTLR (APCH) TOLD US THAT NOTHING WAS ON FILE. AT THAT POINT WE CANCELED IFR, DSNDED OUT OF CLASS B AIRSPACE, AND CHANGED FREQS TO AIR FILE WITH FSS. THIS WHOLE TIME MY STUDENT KEPT HIS HOOD ON, FLYING THE ACFT SOLELY BY REF TO INSTS. I, ON THE OTHER HAND, WAS CONSUMED WITH GETTING A FLT PLAN ON FILE, AND DIDN'T NOTICE THE ACFT APCHING US FROM OUR 9 O'CLOCK POS. IT WAS NOT UNTIL HE PASSED BELOW US THAT I SAW HIM. IN RETROSPECT, I SHOULD HAVE ASKED MY STUDENT TO REMOVE HIS HOOD AND HELP ME CLR THE AIRSPACE. I WAS NOT ABLE TO PROVIDE ADEQUATE TFC SEPARATION WHILE LOOKING INSIDE THE ACFT. WE WERE LUCKY.
