Narrative:

As DA10 approached asl, long view approach issued WX conditions: VFR, winds favor runway 15 at asl. Before DA10 canceled IFR flight plan with longview approach, a TA was given. An FAA flight check BE300 was conducting the GPS runway 33 approach at asl and would complete and execute a missed approach procedure before becoming a factor. While approaching asl, DA10 broadcasted position and intentions, 20 mi, 10 NM out and traffic pattern legs with no response from BE300. As DA10 proceeded to short final approach runway 15, the king air was noted cruising just above runway 15 at threshold in takeoff climb. Both DA10 and BE300 took evasive action at that point. After returning for landing uneventfully, the FAA acknowledged they were not communicating on the proper frequency, 122.8.

AN FAA FLT CHK BE300 WAS CONDUCTING THE GPS RWY 33 APCH AT ASL AND WOULD COMPLETE AND EXECUTE A MISSED APCH PROC BEFORE BECOMING A FACTOR. WHILE APCHING ASL, DA10 BROADCASTED POS AND INTENTIONS, 20 MI, 10 NM OUT AND TFC PATTERN LEGS WITH NO RESPONSE FROM BE300. AS DA10 PROCEEDED TO SHORT FINAL APCH RWY 15, THE KING AIR WAS NOTED CRUISING JUST ABOVE RWY 15 AT THRESHOLD IN TKOF CLB. BOTH DA10 AND BE300 TOOK EVASIVE ACTION AT THAT POINT. AFTER RETURNING FOR LNDG UNEVENTFULLY, THE FAA ACKNOWLEDGED THEY WERE NOT COMMUNICATING ON THE PROPER FREQ, 122.8.
