Narrative:
Aircraft #1 departed airport to the southwest. Aircraft #2 on approach (VOR) to runway 10, VOR circle from south to the southwest for right base to runway 10. Aircraft #1 told to look out for traffic and he reported that it just went over him and missed. Aircraft #2 was not on frequency until 1/2 mi final. ZMP did not know why he was not on my frequency per LOA. Because of a lower layer, I was not able to see aircraft #2 until it was too late.

Title: MLT TKOF RWY 10 WITH TURN TO SW AND ADVISED OF AN AC69 INBOUND ON VOR APCH WITH CIRCLE TO SSW FOR R BASE TO RWY 10. AC69 LATE ON CONTACTING TWR AND HAD AN NMAC WITH THE MLT ONE HALF TO 1 NM FROM ARPT.
Narrative: ACFT #1 DEPARTED ARPT TO THE SW. ACFT #2 ON APCH (VOR) TO RWY 10, VOR CIRCLE FROM S TO THE SW FOR R BASE TO RWY 10. ACFT #1 TOLD TO LOOK OUT FOR TFC AND HE RPTED THAT IT JUST WENT OVER HIM AND MISSED. ACFT #2 WAS NOT ON FREQ UNTIL 1/2 MI FINAL. ZMP DID NOT KNOW WHY HE WAS NOT ON MY FREQ PER LOA. BECAUSE OF A LOWER LAYER, I WAS NOT ABLE TO SEE ACFT #2 UNTIL IT WAS TOO LATE.
