Narrative:

Air carrier X from msp to atl via bmi.pxv.bna.RMG6.atl, was 2 mins from the ZKC/ZID boundary when the pxv sector 81 in ZID called the cowes sector 12 ZKC and said they were unable to take the handoff on air carrier X and the aircraft must remain clear of ZID airspace. This required a 70 degree turn to the aircraft and a detour of approximately 120 mi. When asked, the pxv sector controller said he had been ordered by his supervisor to not accept that aircraft. The routing the aircraft was on is an approved nrp route. The probable reason ZID denied this aircraft is it is in their airspace a short time. Some of the supervisors and controllers at ZID feel they should not have to work 'corner clippers.' ZID needs to either accept all aircraft or establish and publish their policy. Their procedure of waiting to the last min to notify adjacent facilities to take certain aircraft around them will cause others to have an operational error, or deviation as I nearly did.

Title: CTLR AT ZKC CLAIMS THAT ZID ARTCC WILL NOT ACCEPT SOME DIRECT NRP FLTS BECAUSE THEY ONLY CLIP THE CORNER OF THEIR AIRSPACE. RPTR CONTENDS THAT THIS LATE COORD (REFUSAL) COULD CAUSE AN OPERROR OR DEV.

Narrative: ACR X FROM MSP TO ATL VIA BMI.PXV.BNA.RMG6.ATL, WAS 2 MINS FROM THE ZKC/ZID BOUNDARY WHEN THE PXV SECTOR 81 IN ZID CALLED THE COWES SECTOR 12 ZKC AND SAID THEY WERE UNABLE TO TAKE THE HDOF ON ACR X AND THE ACFT MUST REMAIN CLR OF ZID AIRSPACE. THIS REQUIRED A 70 DEG TURN TO THE ACFT AND A DETOUR OF APPROX 120 MI. WHEN ASKED, THE PXV SECTOR CTLR SAID HE HAD BEEN ORDERED BY HIS SUPVR TO NOT ACCEPT THAT ACFT. THE ROUTING THE ACFT WAS ON IS AN APPROVED NRP RTE. THE PROBABLE REASON ZID DENIED THIS ACFT IS IT IS IN THEIR AIRSPACE A SHORT TIME. SOME OF THE SUPVRS AND CTLRS AT ZID FEEL THEY SHOULD NOT HAVE TO WORK 'CORNER CLIPPERS.' ZID NEEDS TO EITHER ACCEPT ALL ACFT OR ESTABLISH AND PUBLISH THEIR POLICY.
