Narrative:

We were cleared to fly the heat arrival into mia and cross heat at 16000 ft. The first officer was flying the aircraft and failed to start down soon enough. I was talking with a flight attendant and did not notice the DME to heat. The omega showed that we had the proper time to make the crossing altitude but the omega was wrong. We were unable to cross heat at 16000 ft. There was no traffic conflict and ATC made no mention of it.

Title: B727 FLC FAILS TO MEET XING RESTR ON DSCNT. OMEGA INDICATIONS ARE THAT THEY HAVE PLENTY OF TIME.

Narrative: WE WERE CLRED TO FLY THE HEAT ARR INTO MIA AND CROSS HEAT AT 16000 FT. THE FO WAS FLYING THE ACFT AND FAILED TO START DOWN SOON ENOUGH. I WAS TALKING WITH A FLT ATTENDANT AND DID NOT NOTICE THE DME TO HEAT. THE OMEGA SHOWED THAT WE HAD THE PROPER TIME TO MAKE THE XING ALT BUT THE OMEGA WAS WRONG. WE WERE UNABLE TO CROSS HEAT AT 16000 FT. THERE WAS NO TFC CONFLICT AND ATC MADE NO MENTION OF IT.
