Narrative:

Heavy rain and turbulence on final. I told first officer to slow to 140 KTS for spacing on aircraft ahead not hearing 170 KT assignment. First officer slowed to 140 KTS. Spacing was good then. Tower said to increase speed to 170 KTS. We complied and completed approach without incident.
