Narrative:

We landed on runway 30 and cleared the runway at taxiway a. We contacted ground control and received the following instructions: 'cleared to taxi via taxiway D, cleared to cross runway 25R, hold short of runway 25L, aircraft holding full length runway 25R.' the first officer read back the entire clearance to ground control and I read the clearance back to the first officer. I then called for the after landing checklist and began the taxi down taxiway D. Prior to reaching runway 25R I noted the aircraft on the runway at the departure end. As we crossed runway 25R I realized that the aircraft had taken off and passed approximately 50-100 ft directly over our aircraft. We immediately tried to call ground control but received no response. After about 10 seconds, we called again. Ground control responded and stated that he had seen the incident and was checking it out. We obtained the tower phone number and continued the taxi to parking without further incident. Simultaneous operations to intersecting runways were in effect. It appears that there was some miscoms either with ground control and tower control or that the other aircraft did not understand the hold instructions and took off without proper clearance. We can only speculate since we were on ground control frequency at the time.

Title: NMAC OF TAXIING DC8 CARGO ACFT AND C152 OR C172. CLRNC CONFLICT BTWN GND CTLR AND TWR CTLR RESULTED IN ACFT TAKING OFF OVER THE TOP OF RPTR ACFT AS IT WAS TAXIING ACROSS RWY.

Narrative: WE LANDED ON RWY 30 AND CLRED THE RWY AT TXWY A. WE CONTACTED GND CTL AND RECEIVED THE FOLLOWING INSTRUCTIONS: 'CLRED TO TAXI VIA TXWY D, CLRED TO CROSS RWY 25R, HOLD SHORT OF RWY 25L, ACFT HOLDING FULL LENGTH RWY 25R.' THE FO READ BACK THE ENTIRE CLRNC TO GND CTL AND I READ THE CLRNC BACK TO THE FO. I THEN CALLED FOR THE AFTER LNDG CHKLIST AND BEGAN THE TAXI DOWN TXWY D. PRIOR TO REACHING RWY 25R I NOTED THE ACFT ON THE RWY AT THE DEP END. AS WE CROSSED RWY 25R I REALIZED THAT THE ACFT HAD TAKEN OFF AND PASSED APPROX 50-100 FT DIRECTLY OVER OUR ACFT. WE IMMEDIATELY TRIED TO CALL GND CTL BUT RECEIVED NO RESPONSE. AFTER ABOUT 10 SECONDS, WE CALLED AGAIN. GND CTL RESPONDED AND STATED THAT HE HAD SEEN THE INCIDENT AND WAS CHKING IT OUT. WE OBTAINED THE TWR PHONE NUMBER AND CONTINUED THE TAXI TO PARKING WITHOUT FURTHER INCIDENT. SIMULTANEOUS OPS TO INTERSECTING RWYS WERE IN EFFECT. IT APPEARS THAT THERE WAS SOME MISCOMS EITHER WITH GND CTL AND TWR CTL OR THAT THE OTHER ACFT DID NOT UNDERSTAND THE HOLD INSTRUCTIONS AND TOOK OFF WITHOUT PROPER CLRNC. WE CAN ONLY SPECULATE SINCE WE WERE ON GND CTL FREQ AT THE TIME.
