Narrative:

Departed runway 19R fai on IFR flight plan fai-scc approximately XA00 local. Experienced a partial power loss on right engine climbing through 6000 ft MSL (MEA for route of flight 10000 ft). Requested approach clearance back to fai. New fai WX deteriorated to 100 ft ceiling and 1/2 SM in fog. Executed localizer approach into fai to missed approach. Field not in sight. Executed missed approach. Held for approximately 30 mins in area with continuous icing collecting on airframe. Requested WX for other airports, all airports in vicinity deteriorating. Requested ASR approach into fbk, 300 ft, 1 SM. Executed ASR approach to missed approach. Field not in sight. Executed missed approach. Concluded safe landing in the area was improbable. While executing non precision approachs, requested PAR approach into fbk as fai ILS's were OTS. Executed PAR approach into fbk with safe landing. 2 deviations from far resulted: 1) ALS OTS in fai, therefore, prior to passing FAF on fai localizer runway 19R approach, WX needed was 1 mi visibility, not 1/2 mi as reported (minimums for approach 1/2 mi and 1/2 mi for inoperative components.) 2) successful PAR into fbk was a deviation due to requirements of 135.297. All precision approachs to be used must be demonstrated every 6 months on company IFR check ride. No longer a company policy to train and check for PAR approachs. Corrective action: I don't believe I would do anything different under same scenario. Having experienced a partial power loss of the right engine, I did not want to leave the area where emergency services and precision approachs were available. I believe these deviations occurred in the best interest of safety.

ALL PRECISION APCHS TO BE USED MUST BE DEMONSTRATED EVERY 6 MONTHS ON COMPANY IFR CHK RIDE. NO LONGER A COMPANY POLICY TO TRAIN AND CHK FOR PAR APCHS. CORRECTIVE ACTION: I DON'T BELIEVE I WOULD DO ANYTHING DIFFERENT UNDER SAME SCENARIO. HAVING EXPERIENCED A PARTIAL PWR LOSS OF THE R ENG, I DID NOT WANT TO LEAVE THE AREA WHERE EMER SVCS AND PRECISION APCHS WERE AVAILABLE. I BELIEVE THESE DEVS OCCURRED IN THE BEST INTEREST OF SAFETY.
