Narrative:

There was a scheduled aircraft change setup for the flight arriving clt. The outbound portion of the flight was delayed to accommodate the inbound passenger and to avoid having 2 identical flight numbers in the air simultaneously within the ATC system. However, even though the departure times had not been reported and all indicated that the flight was still on the ground in clt awaiting the inbound flight, it had departed and was en route to cae. I was not aware of the flight departing because the flight times were not picked up by ACARS and clt had continued to delay the flight.

Title: A STATION MGR FOR AN ACR RPTS THAT 2 ACFT WERE OPERATING AT THE SAME TIME WITH THE SAME FLT NUMBER.

Narrative: THERE WAS A SCHEDULED ACFT CHANGE SETUP FOR THE FLT ARRIVING CLT. THE OUTBOUND PORTION OF THE FLT WAS DELAYED TO ACCOMMODATE THE INBOUND PAX AND TO AVOID HAVING 2 IDENTICAL FLT NUMBERS IN THE AIR SIMULTANEOUSLY WITHIN THE ATC SYS. HOWEVER, EVEN THOUGH THE DEP TIMES HAD NOT BEEN RPTED AND ALL INDICATED THAT THE FLT WAS STILL ON THE GND IN CLT AWAITING THE INBOUND FLT, IT HAD DEPARTED AND WAS ENRTE TO CAE. I WAS NOT AWARE OF THE FLT DEPARTING BECAUSE THE FLT TIMES WERE NOT PICKED UP BY ACARS AND CLT HAD CONTINUED TO DELAY THE FLT.
