Narrative:

A foreign air carrier B747 crossed runway 1R at taxiway F with an E120 departing behind him. No clearance to cross was issued to the air carrier. The brasilia pilot stated he was almost blown out of the sky and later came back on frequency to say it was near fatal. The E120 rotated about 40 ft prior to taxiway F and the B747 jet blast, as he pwred up to cross the B747, thought he was cleared to cross. I noticed the B747 crossing and immediately queried the pilot. Contributing factors: language barrier, blocked readback (to which I replied, the call is for air carrier XXX only).

Title: A FOREIGN ACR B747 TAXIING TO RWY 28 ON TXWY F CROSSED RWY 1R WITHOUT A CLRNC IN FRONT OF AN ACR E120 THAT WAS TAKING OFF ON RWY 1R. THE E120 HIT THE JET BLAST FROM THE B747 JUST AFTER ROTATION AND ALMOST LOST CTL OF ACFT. GND CTLR RPTR STATES LANGUAGE BARRIER AND BLOCKED XMISSION AS CONTRIBUTING FACTORS.

THE E120 ROTATED ABOUT 40 FT PRIOR TO TXWY F AND THE B747 JET BLAST, AS HE PWRED UP TO CROSS THE B747, THOUGHT HE WAS CLRED TO CROSS. I NOTICED THE B747 XING AND IMMEDIATELY QUERIED THE PLT. CONTRIBUTING FACTORS: LANGUAGE BARRIER, BLOCKED READBACK (TO WHICH I REPLIED, THE CALL IS FOR ACR XXX ONLY).
