Narrative:

Aircraft climbed initially to 3000 ft, changed to departure controller frequency. Restr light activated and silenced so that future departure would be restr to 2000 ft. Departures advised commuter did not communicate and to resend that traffic. I resent (aircraft) to departure with no response. Later they (departure sector) complained traffic was climbing to 3000 ft and should have been restr. No conflicts arose. Restr light system is not safe.

Title: LAX ATCT RPTR CONTENDS THAT DEP COORD LIGHT FROM TWR TO TRACON IS NOT SAFE.

Narrative: ACFT CLBED INITIALLY TO 3000 FT, CHANGED TO DEP CTLR FREQ. RESTR LIGHT ACTIVATED AND SILENCED SO THAT FUTURE DEP WOULD BE RESTR TO 2000 FT.
