Narrative:

Contacted new orleans approach while on the ground in hammond, la, at XX30L for pre departure clearance to glh. I had filed the flight plan at XX00 left with deridder flight service. New orleans approach said they had no flight plan for me, that it took awhile for deridder to get it in the system. Departed 0r9 VFR to pick up my IFR clearance in the air. Airborne, I contacted new orleans approach on the proper frequency and asked for a IFR clearance to my destination. This controller told me he also had no information on me. I told him I filed the flight plan with deridder FSS at XX00L for a XX30 departure. I asked him if I could get a clearance (IFR) while we searched for the flight plan. He said for me to contact ZHU on xyz frequency. I contacted houston on xyz frequency and was told to 'standby' 4 times. I waited from 3-5 mins in between xmissions to houston. On the 4TH standby, because I was flying into deteriorating conditions, I told the center controller that this was the 4TH time he had told me to standby, and that if he couldn't help me to let me know now so I could do something else besides 'standby.' (an airplane in flight does not 'standby.') after this he asked my request and issued an IFR clearance to destination. I called the FSS and found out the ATC specialist had forgotten to put my flight plan in the ATC system.

NEW ORLEANS APCH SAID THEY HAD NO FLT PLAN FOR ME, THAT IT TOOK AWHILE FOR DERIDDER TO GET IT IN THE SYS. DEPARTED 0R9 VFR TO PICK UP MY IFR CLRNC IN THE AIR. (AN AIRPLANE IN FLT DOES NOT 'STANDBY.') AFTER THIS HE ASKED MY REQUEST AND ISSUED AN IFR CLRNC TO DEST. I CALLED THE FSS AND FOUND OUT THE ATC SPECIALIST HAD FORGOTTEN TO PUT MY FLT PLAN IN THE ATC SYS.
