Narrative:

During the localizer DME back course runway 9 (nome) approach we were not cleared for the approach due to a SVFR departure. We received clearance to the nome VOR 11.2 DME fix via the procedure turn. No delay expected. We understood the clearance to cross nome VORTAC at or above 6000 ft, report crossing the VOR wbound. We crossed the VORTAC and began our descent as per the depicted transition routing. Center told us to maintain 6000 ft and we immediately climbed back to 6000 ft. Evidently we were cleared to only 6000 ft, however, both the captain and myself interpreted the clearance as a crossing clearance and agreed to descend to the depicted transition altitude of 3400 ft. There was no conflict of traffic that we are aware of.

Title: MISCOM ON CLRNC BTWN ATC AND FLC. NOT CLRED FOR THE APCH AND TO MAINTAIN AT OR ABOVE 6000 FT WHEN XING THE VOR, FLC COMMENCED DSCNT AFTER XING THE VOR FOR TRANSITION ALT ON THE APCH. CTLR INTERVENED AND TOLD THEM THEY WERE NOT CLRED BELOW 6000 FT AND THEY IMMEDIATELY RETURNED TO 6000 FT.

Narrative: DURING THE LOC DME BACK COURSE RWY 9 (NOME) APCH WE WERE NOT CLRED FOR THE APCH DUE TO A SVFR DEP. WE RECEIVED CLRNC TO THE NOME VOR 11.2 DME FIX VIA THE PROC TURN. NO DELAY EXPECTED. WE UNDERSTOOD THE CLRNC TO CROSS NOME VORTAC AT OR ABOVE 6000 FT, RPT XING THE VOR WBOUND. WE CROSSED THE VORTAC AND BEGAN OUR DSCNT AS PER THE DEPICTED TRANSITION ROUTING. CTR TOLD US TO MAINTAIN 6000 FT AND WE IMMEDIATELY CLBED BACK TO 6000 FT. EVIDENTLY WE WERE CLRED TO ONLY 6000 FT, HOWEVER, BOTH THE CAPT AND MYSELF INTERPRETED THE CLRNC AS A XING CLRNC AND AGREED TO DSND TO THE DEPICTED TRANSITION ALT OF 3400 FT. THERE WAS NO CONFLICT OF TFC THAT WE ARE AWARE OF.
