Flight crew allowed aircraft to be pushed back onto taxiway without prior approval from ground controller as required by airport procedures. Reporter first officer tried to call, but frequency was congested and he failed to tell the captain that they didn't have push back approval.

Narrative:
Pushback requires permission from ground control onto inner taxiway at lga. First officer is responsible and attempted to get permission but could not due to frequency congestion. He failed to tell captain and push continued onto taxiway. Ground control was not happy and chastised crew. Crew apologized and first officer now understands can't enter taxiway without permission regardless of circumstances.
